Autism, Radicalisation Risk, and the Prevent Duty

Autistic people are not more likely to radicalise. But peer-reviewed research shows they are disproportionately referred to Prevent programmes — often inappropriately — because autistic traits such as hyperfixation, intense specialist interests, and social withdrawal are frequently misconstrued as indicators of radicalisation risk by professionals without adequate knowledge of autism. At the same time, research confirms that social exclusion, trauma, and the absence of inclusive environments do create genuine vulnerability to exploitation. Understanding the difference between autistic behaviour and genuine radicalisation risk is not just good practice — it is what fair, legally defensible safeguarding actually requires. Interviewing Autistic People in the Criminal Justice System

Autistic people are significantly overrepresented at every stage of the criminal justice system — as suspects, defendants, victims, and people under probation supervision. The same mechanisms that construct guilt and innocence in workplace investigations operate in police interviews, court proceedings, and offender management, often with far more serious consequences. Solicitors, barristers, police officers, probation officers, and prison staff need the specific knowledge to understand how autistic communication, memory, and stress responses are read through a neurotypical lens in formal legal settings — and what that means for the fairness of the process and the outcome. Built on the same criminological research framework that underpins all of CESI's work, including the published findings of Case Studies of Famous Trials and the Construction of Guilt and Innocence (Bristol Policy Press, 2022). Planned for Spring 2027.

What CESI Learning Is

CESI Learning is a specialist autism training provider for professionals who make high-stakes decisions about people. Our courses translate peer-reviewed research into practical training for leaders, managers, HR professionals and, as CESI develops, professionals working across safeguarding, legal and criminal justice settings.

Across these contexts, the same risk appears repeatedly: autistic communication, behaviour, memory and responses under pressure can be interpreted through systems built around neurotypical expectations. CESI Learning equips professionals to recognise that risk and make fairer, more accurate and more defensible decisions.

Dr Caroline Gorden
Founder & director

Dr Caroline Gorden

Dr Caroline Gorden is a published criminologist, educator and founder of CESI Learning. She holds a PhD in Criminology and has published more than 25 peer-reviewed works on social exclusion, criminal justice and institutional fairness. She is the co-author, with Christopher Birkbeck, of Case Studies of Famous Trials and the Construction of Guilt and Innocence (Bristol University Press, 2022). She was previously a Senior Lecturer and Reader at Wrexham University, where she co-directed Cyfiawnder: The Social Inclusion Research Institute. She remains a Visiting Research Associate at Wrexham University.

Before her academic career, Caroline worked as a programme facilitator with the Probation Service, in addiction recovery and in women's homelessness — a career built around understanding people who are misread, marginalised or failed by the systems around them.

Since 2023, she has worked as a workplace coach specialising in autistic adults and adults with ADHD. Through this work, she observed a recurring pattern that became the foundation of CESI: autistic employees being drawn into formal workplace processes where differences in communication, behaviour or responses under pressure were misunderstood, amplified or treated as evidence of misconduct. Her research into the construction of guilt and innocence in criminal trials and her direct experience of autistic adults in workplace processes are two sides of the same argument — and CESI Learning is where those bodies of work meet.
